What the count includes
The registry counts every SIM biometrically activated against your CNIC, and the definition is wider than most people assume.
- All operators together: Jazz, Zong, Telenor, Ufone, SCO and ONIC in one total.
- Prepaid and postpaid alike, personal packages or family bundles.
- eSIMs, which register exactly like plastic SIMs and count the same.
- Ported numbers, counted against today’s operator rather than the prefix’s original network.
- SIMs you bought for family members on your own CNIC; in the registry’s eyes they are simply yours.
- Forgotten SIMs from years ago, which keep counting until disowned or recycled by the operator.
That last pair explains most surprises. A number registered on cnic records years back does not fall off on its own, and the registry has a longer memory than the drawer where the SIM died.
The ceiling: 5 voice + 3 data = 8
So how many SIMs on CNIC does the law allow? Eight, five voice and three data, combined across every operator. The structure goes back to the Supreme Court’s ruling of 5 November 2015. Enforcement happens at activation: the franchise’s system checks your count during biometric verification, and a ninth SIM simply fails to activate.
Older accounts sometimes carry more than eight from the years before enforcement tightened. Those legacy counts are not a crime. But every extra SIM is extra liability, and disowning the dead ones shrinks your risk for at most Rs 200 each. The viral claims that the limit “dropped to 6” or that “25 SIMs, five per network” are allowed both misread the same rule. The cap is combined, and it has not changed.
Foreigners on passports get two SIMs, and corporate connections run on a company NTN outside personal caps. A minor’s SIM sits on a guardian’s CNIC until the child turns 18, counting against the guardian’s eight.
When the count looks wrong
Knowing how many SIMs on CNIC is the easy half; the hard half starts when the number surprises you. A higher-than-expected count has three innocent explanations, family SIMs bought on your CNIC, forgotten old numbers, and ported SIMs counted under an unexpected operator. Rule those out against your drawer and your memory first.
